If melting point of a substance is below room temperature, it indicates that when the substance is kept at room temperature, it is in presence of a temperature that is enough to convert it into liquid state and thus should have melted, and would have changed to liquid state.
Due to temperature higher than the melting point, the gain in kinetic energy is so much that the particle starts moving a little freely such that the substance gets converted to liquid.
Thus, the matter is supposed to be in its liquid state if its melting point is below room temperature.
