2,4,6-trinitro phenol, Benzoic acid and hydrochloric acid are acidic and hence they give $C{O}_2$ with $NaHC{O}_3$.

Ethyne and 2,4,6 trimethyl phenol are not enough acidic to release $C{O}_2$ with $NaHC{O}_3$.

Hence, compound 2 and 4 are correct.
