The British Government made attempts to negotiate an agreement with the Congress so that it would attend the Round Table Conference. Lord Irwin and Gandhi negotiated a settlement in March 1931. The main provisions of this agreement were:
(1) The Government agreed to release those political prisoners who had remained non-violent.
(2) Conceded the right to make salt for consumption.
(3) Conceded the right to peaceful picketting of liquor and foriegn cloth shops.
