As we know, pH=log[H+]

For pH =4, [H+]=10pH=104M

For 0.0019 M HCl, [H+]=0.0019M

If we mix equal volume of both, then conc. of hydrogen ion will become half and resulting conc. of hydrogen ion is
[H+]=104+0.00192=0.001M

So pH=log[H+]=log103=3
