Let the total number of students enrolled in different clubs be T.

The number of students enrolled in the cultural club is 19% of the total number of students.

∴ Number of students enrolled in the cultural club
=19100×T

=19T100

The number of students enrolled in the sports club is 38% of the total number of students.

∴ Number of students enrolled in the sports club
=38100×T

=38T100

Let's calculate the number of students enrolled in the sports club as a percentage of those enrolled in the cultural club.

=Enrollment in the sports clubEnrollment in the cultural club×100

=38T÷10019T÷100×100

=3819×100

=2×100

=200%
