Let $n$ be the same digit at the tenth and hundredth place in a number.

Place value of digit at tenth place$=\frac{1}{10}\times n=\frac{1}{10}n$

Place value of digit at the hundredth place $=\frac{1}{100}\times n=\frac{1}{100}n$

It is observed that, $\frac{1}{100}n=\frac{1}{10}\left(\frac{1}{10}n\right)$

Hence, the place value of a digit at the hundredth place is $\frac{1}{10}$ times the same digit at the tenth place.
