Radius of the base of the cylinder be 2x and its height

volume of a cylinder$=\pi r^{2}h$

$\Rightarrow \pi \left(2r{)}^2\right(3x)=1617$

$x^3=(\frac{7}{2}{)}^3\Rightarrow x=3.5cm$

r = 7 cm h = 10.3 cm.

surface area $=\pi rh=2\times \frac{22}{7}\times 7\times 10.5=462c{m}^2$
