1,3 cis-isomer has either both at axial or both at equatorial position. In cis-cyclohexane-1,3-diol, both OH at axial position will be most stable due to strong H-bonding stabilization that overcomes di-axial repulsions. Whereas H-bonding is not present in case of both equatorial OH.
Therefore option A is correct
