The string of a step rolling wheel is pulled by applying force F will different lines of action in two situations as shown. The wheel starts rolling without slipping due to application of the force :
The wheel rolls to the right in situation I and to the left in situation II.
The friction exerted by wheel on ground is towards right in both situations
The friction exerted on wheel by ground is towards left in both situations
In the first case wheel will roll to the right and in the second case it will roll to the left.

Note : If line of action passes through point of contact, it only spins.
