Given,
The sum of numbers p and q is added to 9 times their product.

The algebraic expression would be:
$p + q + 9 \times p q$

Now, if p = 3 and q = 1. then
$p + q + 9 \times p q = 3 + 1 + 9 \times 3 \times 1$
$= 4 + 27 = 31$
