The two single bonds are formed between oxygen and each hydrogen atoms in aH2O molecule.
The number of valence electrons in oxygen is 6 and that in hydrogen, it is 1. So, the number of electrons required for oxygen to complete its octet configuration is two whereas hydrogen needs one more electron to complete its valence shell.
Oxygen will share its electrons with 2 hydrogen atoms and each hydrogen atom will share one electron with the oxygen atom to form the two single bonds.
