As the ball moves up, it experiences uniform acceleration due to gravity, opposite in direction to its velocity, so its velocity decreases.
As the ball comes back down, it again experiences uniform acceleration due to gravity, now in the same direction as its velocity, so the magnitude of the velocity increases. However, since the ball is moving downwards and by convention we take upwards as positive, so the velocity of the ball will be negative. This means that its velocity is still decreasing.
Hence, the velocity of the ball projected up is decreasing throughout its journey.
