British Prime Minister Atlee clarified the British policy regarding India after the end of the Second World War. The people of India were given the right to draft their constitution. It was promised that the minority issues would be resolved and would not hinder India's independence.

In March 1946, Pethick Lawrence, Stafford Cripps, and A.V Alexander came to India to discuss the provisions, which was known as the Cabinet Mission.

But it failed as few provisions mentioned were unacceptable to INC and the Muslim League too rejected it as there was no mention of a separate state for Muslims.

On 16 August 1946, the Muslim League called for Direct Action since the demand for Pakistan was not fulfilled. There were riots all over the country, and the Noakhali region of Bengal saw a massacre. Gandhiji tried to stop the violence by visiting the place and trying to establish peace there.
