DCMU stands for 3-(3,4-Dichlorophenyl)-1,1-dimethylurea. DCMU binds to the plastoquinone binding site of photosystem II.

This blocks the electron flow and inhibits photosynthesis.

It doesn’t affect the photolysis of water. Hence, assertion is correct but reason is wrong.
