The surface charge density on the outer sphere of radius R is

The surface charge density on the outer sphere of radius 2R is
σ=Q2+Q116πR2 ----------(2)
The surface charge density on the outer sphere of radius 3R is
σ=Q2+Q1+Q336πR2 ----------(3)
From 1, 2 1=4Q1Q2+Q1Q2+Q14Q1=1
Q2Q1=3 -----------(4)
