Cost price $=\frac{45}{2}$ Rs.

Selling price $=18$ Rs.

$\therefore$ Loss $=C.P-S.P$

$=\frac{45}{2}-18$

$=\frac{9}{2}$ Rs.

$\%$ Loss$=\frac{9/2}{45/2}\times 100$

$=20\%$.
