Tom has 11 chocolates.
Tom will take 5 and pack them into the first box.
So, the number of remaining chocolates = 11 − 5 = 6
Tom will take 5 more chocolates and pack the 2nd box.
Now, the number of remaining chocolates = 6 − 5 = 1

He has only one chocolate left. He can't pack one more box with this chocolate.

Thus, for 11 chocolates, he could pack only 2 boxes with 5 chocolates in each box.
