The correct option is C I will not come down to play unless I finish my homework.
The word-'unless' is used in the place of "If ...not".
The given sentence can also be restated as: "I will not come down to play if I do not I finish my homework". This can again be restated as: "I will not come down to play unless I finish my homework". This is captured in option D, which is the correct answer.

Option A is incorrect as it means the opposite of the given sentence.
You may note that as per the original statement, "coming down to play" is dependent on "finishing the homework". In option B, this is reversed and hence this option is incorrect.
Option C is incorrect as both "unless" as well as "If" are used in the same sentence and this is grammatically incorrect.
