From 3rd equation of motion,

$v^2=u^2+2as$

Given $u=0$ for both the balls since they are dropped.

Hence, $v\propto \sqrt{s}$

$\frac{v_1}{v_2}=\frac{\sqrt{h_1}}{\sqrt{h_2}}$
