Let total number of vaild votes = x
$\Rightarrow$ votes A got = 46 % of x
$= \frac{46 x}{100}$
votes B get = 54% of x
$= \frac{54 x}{100}$
$\Rightarrow$ B won the election by
votes $= \frac{54 x}{100} - \frac{46 x}{100}$
$= \frac{8 x}{100}$
Difference of votes = $1600$
$\Rightarrow \frac{8 x}{100} = 1600$
$\Rightarrow x = \frac{1600 \times 100}{8}$
$= 20000$
$\Rightarrow$ Total votes cast = $20000$
