According to coulomb's law

$F=k\frac{q_1{q}_2}{r^2}$

Both are electrons so charge on both the particles are same

Now putting all the values

We get,

$F=9\times {10}^9\times \frac{Q^2}{r^2}=9\times {19}^9\times \frac{(1.6\times {10}^{19}{)}^2}{({10}^{10}{)}^2}=2.3\times {10}^{-8}N$
