The spheres are conducting (metallic)
Due to repulsion between charger, all charges accumulate at the surface of the spheres.
We define surface charge Density (σ) as :
σ=QA=Q4πR2 [A : surface area]
So, for equal Q,σα1R2
Thus, ratio of surface charge densities between them :
σ1σ2=(R2R1)2
From question, R1=2cm,R2=4cm
σ1σ2=(42)2=4
