$F\propto Q_1{Q}_2\Rightarrow \frac{F_1}{F_2}=\frac{Q_1{Q}_2}{Q_1^{\prime }{Q}_2^{\prime }}$
$=\frac{3\times {10}^{-6}\times 8\times {10}^{-6}}{(3\times {10}^{-6}-6\times {10}^{-6})(8\times {10}^{-6}-6\times {10}^{-6})}=\frac{3\times 8}{-3\times 2}=-\frac{4}{1}$
