$F \propto Q_{1} Q_{2} \Rightarrow \frac{F_{1}}{F_{2}} = \frac{Q_{1} Q_{2}}{Q_{1} Q_{2}} = \frac{10 \times - 20}{- 5 x - 5} = - \frac{8}{1}$
