$V_1=\frac{x}{t}=\frac{(l-x)}{9}$ $V_2=\frac{(l-x)}{t}=\frac{x}{16}$

$\Rightarrow \frac{x}{(l-x)}=\frac{t}{9}$ $\frac{x}{(l-x)}=\frac{16}{t}$

$\frac{t}{9}=\frac{16}{t}\Rightarrow t=12$

$V_1=\frac{x}{t}=\frac{x}{12}$

$V_1:V_2=\frac{x}{12}:\frac{x}{16}=16:12=4:3$.
