A heater has a large resistance as compared to a bulb. In a series connection, an equal amount of current is received by all the circuit components. Hence, the current received by both the bulb and the heater will be the same. As a result, the voltage drop across the heater, owing to its high resistance, will be larger than the same across the bulb. Thus, the bulb glows with less brightness.
