What do you understand by electricity at rest

Electricity at rest deals with charges which are at rest (i.e. static electricity). E.g. when you rub glass and wool together, charge transfer happens but these charges are at rest. This is different from charges in motion where charges are continuously moving (current electricity which you use to run your fan, bulb etc.).
