Here, the central atom Cl has 2 lone pair and Cl is also attached to the O by 2 sigma bonds hence it has sp3 hybridization.
But due to the 2 lone pair on Cl the lone pair - lone pair repulsion is more , due to which the bond angle decreases from 109.5o to 105o.
