On 20th August 1917, the Secretary of State, Edwin Montague, made a declaration at the British Parliament. This came to be known as the August Declaration. There were several events which led to this declaration. The British could no longer ignore the growing national movement in India, especially with the union of the two factions of the INC and the Muslim League. The Home Rule Movement was also gaining popularity. Moreover, the British needed Indian soldiers for combat in World War I.
