The correct option is B $Y_{12} = 16 ℧$
From the option it is clearly known that we need to find y-parameters
i.e $I_{1} = Y_{11} V_{1} + Y_{12} V_{2}$
$I_{2} = Y_{21} V_{1} + Y_{22} V_{2}$
Given that port $1$ is short circuited,so $V_{1} = 0$
$∴ I_{1} = Y_{12} V_{2}$
$I_{2} = Y_{22} V_{2}$
Also given, $V_{2} = 0.25 I_{2} \Rightarrow I_{2} = 4 V_{2}$
$I_{1} = 4 I_{2}$
$Y_{12} V_{2} = 4 [Y_{22} V_{2}]$
$Y_{12} = 4 Y_{22}$
$Y_{12} = 16 ℧$
