Whether is it possible that the brakes of car are so perfect that the car stops instantaneously. If not why?

The brakes may be so efficient that the wheels stop rotating instantaneously.

But, for the car to stop, sufficient force of friction needs to be present between the wheel and the road to be able to stop the car. The car stopping instantaneously does not depend on the efficiency of the brakes but also on the road friction. So, the advertisement can be supposed to be misleading.
