Let both of them are connected to same power supply.

We know that P = I²​​​​​​R
in series current is same. Power dissipation will be higher in bulb having more resistance. 60 W will glow brighter.

in parallel, voltage issame, power will be higher in bulb having lower resistance, 100 W will glow brighter.
