NABARD was established on 12 July 1982 by an act of the Parliament of India. Its main focus is to uplift rural India by increasing the credit flow for elevation of agriculture & rural non-farm sector. It was established based on the recommendations of the Committee set up by the Reserve Bank of India (RBI) under the Chairmanship of Shri B. Shivaraman.

It replaced the Agricultural Credit Department (ACD) and Rural Planning and Credit Cell (RPCC) of Reserve Bank of India, and Agricultural Refinance and Development Corporation (ARDC).

नाबार्ड की स्थापना 12 जुलाई 1982 को भारत की संसद के एक अधिनियम द्वारा की गई थी। इसका मुख्य फोकस कृषि और ग्रामीण गैर-कृषि क्षेत्र के उत्थान के लिए ऋण प्रवाह में वृद्धि करके ग्रामीण भारत का उत्थान करना है। यह भारतीय रिजर्व बैंक (RBI) द्वारा गठित समिति की सिफारिशों के आधार पर श्री बी शिवरामन की अध्यक्षता में स्थापित किया गया था।इसने भारतीय रिजर्व बैंक, और कृषि पुनर्वित्त और विकास निगम (ARDC) के कृषि ऋण विभाग (ACD) और ग्रामीण नियोजन और क्रेडिट सेल (RPCC) को प्रतिस्थापित किया।
