Contraception does not mean prevention of spermatogenesis or oogenesis. The gametes will be produced by the sex organs. But other aspects like a release of the ovum, entry of sperms into the vagina, travelling of sperm through fallopian tube or implantation of the zygote, etc. are prevented in order to avoid pregnancy. Vasectomy does not prevent spermatogenesis, but just prevents the entry of sperm into semen.
