Infrastructure is something that is created to facilitate common public of the country to utilize the same for their own business which will bring development of general benefits to the common man. For instance if you have roads built, it will benefit the common man. Hospitals, railway station, airports etc fall in this category. Now textile industry doesn't fall in the same category. I guess that's why an industry is not a part of infrastructure.
