In given compound, the rotation is about C1and C2 bond. Thus focusing on substituents of C1 and C2, we have 3 hydrogen atom attached to C1 and one H, one CH3 and one C2H5 group attached to C2. Here, the molecule is viewed from C1 carbon and for staggered conformation the diheral angle between the substituent of adjacent carbon should be 60o.
