Sir Syed Ahmed Khan founded the Mohammedan Civil Service Fund Association in 1883. He demanded that Muslims be appointed to higher posts not by examination, but by nomination. In 1887, he convened a Muslim Conference, where he reiterated his ideas of Muslims staying away from the Congress and not participating in the independence movement. With Mr. Beck’s assistance, he also set up the Indian Patriotic Association in 1888.
