Solution

The correct options are
A Arkansas
B North Carolina
C Virginia
D Tennessee

President Lincoln ordered that the sea ports in the region of the confederate states to be blockaded, so that trade through these ports could be stopped. He did this in retaliation to the attack on Fort Sumter by the forces of the Confederate states. This angered more states. Thus, Arkansas, North Carolina, Virginia and Tennessee joined the Confederates.
