Which one cathode or anode has higher oxidation potential

In galvanic cell , at anode oxidation takes place which is only possible if anode has higher oxidation potential and lower reduction potential as compared to cathode as under this anions will migrate to anode and will undergo oxidation (loss of electron) as shown below :

Cl- - e- Cl (oxidation half-cell reaction at anode)
