Amphoteric substances are substances that display both acidic and basic properties, so they can act as either acids or bases. If an amphoteric substance reacts with a base, then it will take on the role of acid. If an amphoteric substance reacts with an acid, then it will take on the role of base.

HCO3 , H2O , NH3 can act as both donor and acceptor to H+ ions so they are amphoteric in nature.

HNO3 is a strong acid and can only donate H+ ions hence, it is not amphoteric in nature.
