Firoz Shah Tughlaq imposed the irrigation tax on farmers for the first time. This measure was advised to him by the Ulema. Therefore, he undertook this measure to keep the Ulema and other nobles happy. The outcome of the imposition of this tax was that the farmers faced a lot of hardships as they had to pay the irrigation tax and finally this made them turn hostile towards the Sultan and his empire.
