Two factors responsible are –

Biotic factors- e.g. insects, rodents, mites, birds and micro-organisms

Abiotic factors- temperature, humidity and moisture level.

Control measures:-

Chemical control –spraying of insecticides and fumigants to kill pests

Maintenance of hygiene where grains are to be stored

Proper ventilation to control humidity and temperature.
