Why are buses not designed to have a streamlined body?

1) Buses tend to not drive all that fast. Aerodynamics are less important at low speeds.

2) As you said, space is a premium on buses. They want to make them are large as they legally can, and they want all of that space to contain room for passengers. Aerodynamic shapes are rarely space-efficient
