Why can't we use the norms formula for finding the oxidation number do the compound CH3-CH2-OH

Because each carbon here has a different oxidation number.
The oxidation number of the methyl Carbon is -3 as it is attached with 3 H. And oxidation number of the 2nd Carbon is ((+1)+(-1)+(-1)) i.e -1,as it is attached to 2 H and one OH group
