The reproductive organs fully develop when a child reaches adolescence because at this age body produces certain hormones which lead to reproductive maturity.

At adolescence, when puberty hits- it is a clear sign that a person is capable of reproduction.

At birth, there are certain reproductive hormones that are either not released or released in significantly low amounts that they perform no function which is why the reproductive organs grow along with time as a person grows up.
