Why does grandfather take Toto to Saharanpur and how? Why does the ticket collector insist on calling Toto a dog?

Grandfather had to go to Saharanpur in order to collect his pension. Since Toto did not allow any of the animals to sleep at night and he had to be kept a secret from his grandmother, his grandfather decided to take him. Toto was put into a big black canvas kit bag with some straws at the bottom. This bag was taken on the train by grandfather.
The ticket collector insists on calling Toto a dog because he only charged for dogs on the train and Toto was probably almost the same size as a dog.
