No, earth is not an inertial frame of reference . inertial frame of reference are those which don’t accelerate. but it has centripetal acceleration due to rotation. during rotation speed remains constant but direction changes so velocity also changes(velocity is combined measure of speed and direction). that change in velocity means acceleration
