Pure water is a bad conductor of electricity due to the absence of ions (impurities like salt) while ordinary water contains dissolved impurities or dissolved salts due to this it conducts electricity.
Because ordinary water contains ions of dissolved salts which help in the conduction of electricity.
When a battery of positive and negative poles is placed in it, the positive ions are attracted by the negative pole, and the negative ions by the positive pole which creates a closed circuit.
Hence, ordinary water is a good conductor of electricity.
