Electronic configuration of 21Sc3+ is [Ar] 3d0 and 22Ti3+ is [Ar] 3d1.
Therefore, due to absence of unpaired electron Sc3+ is colourless and due to presence of one unpaired electron dd transition takes hence Ti3+ is coloured.
