$4 x^{2} y - 28 x y + 4 x y^{2} \div (4 x y)$

$\frac{4 x^{2} y - 28 x y + 4 x y^{2}}{- 4 x y}$
$= \frac{4 x^{2} y}{- 4 x y} - \frac{28 x y}{- 4 x y} + \frac{4 x y^{2}}{- 4 x y}$
$= - x + 7 - y$
$= 7 - x - y$
